According to Zurabishvili, the decisions made by the then President of the National Bank, Natia Turnava, regarding the implementation of international sanctions in Georgia, in fact meant a confrontation with US sanctions.

According to Zurabishvili, at that time she raised the issue of terminating Partskhaladze’s Georgian citizenship, although this initiative was not supported.

“I do not have any questions about Partskhaladze today. Questions should have arisen earlier, when this person was the prosecutor of Georgia, which was unthinkable given his past. More serious questions arose for me when American sanctions were published against him, on the accusation that he was a “KGB” agent and a well-founded American statement.

At the moment when Ms. Turnava made her decisions, it immediately meant that Georgia was distancing itself from American sanctions and other international sanctions. No other country has done it - we know better. If we can't prove it, then all this doesn't exist.

In fact, this decision was a direct protection of Partskhaladze from the regime, thereby giving him a kind of immunity. It was about the fact that no Georgian citizen could be sanctioned.

At that time, I was in no hurry to deprive Partskhaladze of Georgian citizenship. No one supported me. No one understood that this was exactly the example that should have been brought to the end. As soon as Partskhaladze was not a citizen of Georgia, the sanction would not apply to him, nor would Georgian legislation. Not even what Partskhaladze is doing today, which is treason, I don't know of a greater treason than that.
