The government is closing the Grant Management Agency. As Prime Minister Irakli Kobakhidze told journalists, "The agency is in the process of winding down and will close by the end of the year."

“The NGO is an artificial phenomenon, invented for the purpose of foreign political intervention. When we established the relevant agency, it became evident that this is the case. The sole purpose of an NGO can be the intervention of one state into another; that is why NGOs were originally conceived. A century ago, NGOs did not exist. They were subsequently created and utilized as a primary instrument for foreign intervention. We have witnessed numerous examples of this in Georgia. Accordingly, the idea of ​​us inventing NGOs and funding such things—that is not the right approach; that is why we made this decision," the Prime Minister stated.

For context, the State Grant Management Agency was established pursuant to Government Decree No. 119 on April 15, 2025, and began accepting its first grant applications in July of that same year. The agency's establishment was preceded by the adoption of the Law on Transparency of Foreign Funding and amendments to the Law on Grants, which aimed to restrict grant funding from Western donors to organizations. As an alternative, the ruling team created the State Grant Management Agency and allocated grant funds from the state budget.
